Whitehill Town Council serves the residents of Whitehill and Bordon. The area is covered by three tiers of local government: Hampshire County Council (HCC), East Hampshire District Council (EHDC), and Whitehill Town Council. All three tiers provide different services, and Whitehill Town Council works in partnership with each of these authorities, as well as other relevant public service agencies and voluntary organisations.

Whitehill Town Council consists of 15 elected councillors, all of whom are unpaid volunteers. They all care about their community and seek to represent the views of the residents in improving and promoting the town.
